Why is the CSX Heavy Haul Train not available on ps4?
I do not know where to ask that is the reason why I am asking it here.

As Dovetail has described, it is because the route is unoptimized and cannot run well on consoles.

Heavy Haul was the first route developed and it they simply did not have the technical knowledge then to get it working on consoles. This is a pity, because it is a very interesting route.
