2. No IMO - Visually yes it looks better than TS19 but it still has a long way to catch up to TS19 in terms of content, steam workshop, route editor, scenario editor, raildriver and VR support etc etc
3. I don't think TSW is bad but I don't think it's worth the full price, it's much better on sale. I cant speak on the behalf of others when it comes to negative reviews but a lot of it's due to DTG not listening to the community when it comes to fixing simple bugs, instead releasing new DLC. To DTG's credit though a lot of the initial release issues have been resolved. Also like I mentioned in point 2, a lot of the same features from TS19 are still missing from TSW.
2. Not yet. It has stunning graphics, but not yet content editing tools. But, it is very promising. The price you pay is that you need a high end game computer. You can play on XBOX or PS4, but content creation tools will only be available for the PC edition.
3. Not really. You can see it has a steep learning curve for the developers, but gradually the quality of add-ons is increasing. I expect spectacular results once we can create our own content.
2. IMO yes. It is more immersive and has better graphics AND (most important) much better performance.
3. No. I like it much more then TS2019, which is also not bad.
Comparing the bugs, I would say TSW is more bug free then TS.
Not sure, but TSW is getting better over time, while TS pretty much reached the ceiling of what it can do. TS still has a lot more content available though, and it'll take years for TSW to catch up to that.
TS has pretty bad reviews as well, but most complains about the pricing policy. Both TS and TSW have their bugs, but in my experience TSW is a lot more stable.
Which train simulator is the right for you depends on your priorities, if you want a console-style arcade game and are a "couch potato" (except KB+mouse TSW supports only Xbox gamepad), then TSW is the right for you. If you want a trainsim with better realism or want to use Raildriver, then even the old MSTS (or OpenRails, which does run better on modern hardware and uses MSTS addons) or, if you don't mind US freight trains only, Run8 would be better for you.
TS20xx has frustrated me with failed missions due to not halting on invisible ghost stations and other bugs. Bugfixing and Dovetail Games are different worlds...
