Throttle Stop Kills Train - Peninsula Corridor

So after reading the manual and Playing the F40PH on the Peninsula Corridor I have had one issue that i can't seem to figure out how to work around. When using the keyboard keys to operate the locomotive throttle, specifically throttling down to start braking, I will double tap the throttle down key (D) and this put the throttle osition into a Yellow 1 on the HUD and apparently this is Throttle Stop. All fine, but my locomotive no longer responds to throttle input.

PCS Open light does not come on, I've attempted to restart the locomotive by treating the issue like a PCS reset. But no good.

Any suggestions?
