That particular ScummVM bug report was closed as invalid four years ago, actually: https://bugs.scummvm.org/ticket/4111
I can't test it myself, because the savegame on the bug report is for the German version, and I only have the English ones and I had no problem reaching the Meteor Police ending when I played those a couple of years ago. Of course, it's possible that there still is a bug that just happens under different circumstances, but someone would have to file a bug report about that with either a savegame or steps to reproduce.
Then again, if the Steam version is like the GOG version (which I believe it is), they're using ScummVM 2.0.0 which is now more than seven years old. Good luck getting Disney/Lucasfilm Games to update it! I've been trying (admittedly not very hard) for years to get them to even fix the cracked enhanced version they're selling. You can tell if it's cracked if any puzzle involving a keypad (phone numbers, safe combinations, etc) accepts any incorrect code as long as you get the last digit wrong. (ScummVM 2.5.0 and later detects and works around that crack. It's a single byte that's been modified in one of the files.)
