Strange MGS Reference Puzzle 8

Personally i cant really say if i like the idea behind this puzzle or not. I like it, because i like the MGS franchise and its a nice reference, but i dont like it at the same time, because how should i know, that MGS was meant for the "Backside of another game". (Could be the German Translation, that maybe in English or another Language a hint exist.)

I also would like to know, how you got the idea, to include the frequence of the transmission on the backside of MGS as a Solution to a puzzle and how you intentionally wanted the player to solve that puzzle.
