As we've said previously amount of available plays depends on your playbook, Defensive and Offensive team captains' Intellegence respectively.

I've noticed this happens on the first play of the game randomly as well. And like I said, sometimes when I scroll the plays left instead of right, or vice versa, it can happen.
Since you mentioned back up players, I think you might be on to something, though. The problem may be in the logic of the mechanics. It's funny you should mention this, since my back up quarterback can usually call the plays the same if the starter gets hurt or killed.
The way I make my playbook is like this. I choose the formations I like, but I only pick 3 plays per formation because I just like to keep it simple. It's my play style pretty much. I do this on defense as well. I guess it kind of forces me to be more picky about my play book and adds a bit more of a challenge since I force myself to have a limited play set.
The main thing here, is that formation types just seem to vanish randomly. The formations that vanish are not limited to "higher intelligence" formations. An odd thing that can happen is that when a formation disappears in the selection, it is sometimes replaced with a formation that I used to use, with the 3 plays I used to use.
I know that seems kind of weird, but something is happening that is hard to explain.
It's the best way I can explain it.
Like I said, though, this can happen at the very start of the game, and usually does if I scroll the wrong way. I also want to point out again, that my playbooks are usually very simple to begin with. I hope this helps.
When distributing XP, you hit A to go into the position roster(IE select your Enforcers), then you can highlight the player, and hit Y to distribute XP. If you press Back at this point, it will return you to the selection for the position you just entered.
However, you can press Y to distribute XP without first hitting A to actually select the position/specific player first. IE, if you hover over Enforcer and hit Y *before* you hit A. If you do that, it will dump you back to Offense/QB when you exit.
It *kind of* makes sense after you think about it but still sucks to manage.
