What you need is Process Lasso[bitsum.com]. The free version works fine. When you run it, find the CPU affinities option in the pulldown menus (shown here[i.imgur.com]). After you go into that menu, enter rtr_x64.exe under "Process match" and 0-7 under "CPU affinity" (you can try more, but 8 cores seems to be more than enough to run this game fine at 4k@165fps) as shown here[i.imgur.com]. Click "Add Rule" and then "OK." Leave Process Lasso running and launch the game.
I have been pulling my hair out for months about this. This game got released while I was in prison, and I'm a big fan of the games (and the comics). When I couldn't run Redux, I was crushed. It works great now.

Or you might write your own post with this solution, the thing is to spread is across the community and those who are struggling.

which is waaaay less invasive than downloading sum random software that forces the game to only run on 1 affinity which in turn actually makes the game even more unoptimized.
funny cus thats what I did and it works/solved the issue perfectly for me. Heck im running the game on max/16 threads/affinity right now perfectly in admin mode with a total 4k texture pack installed. Something you likely will struggle to do if you are running with only 1 thread/affinity
& a 3rd party program that forces a game to run on a specific number of affinity definitely is invasive...heck even reshade technically is invasive.
