Keep Puppets or Annexation?

I don't exactly understand when would you want to choose one or the other, if one is relevant at all. Do you always want to Annex? Is there a situation where you prefer keeping a puppet?
For example as the UK, would you want to annex Australia, Canada and British Raj?
And regarding Australia and Canada, would you even want to confederate them?

Annexation gives you total control of their lands, but depending on the pops and your policies annexation will probably increase amount of radicals, decrease literacy rate and it will take years before you will be able to finally make it a state

Also, annexation gives twice as much infamy as making them puppets.

The advantage of many puppets is that you can pick and choose the land you want to annex at any one time as you need. So basically: when you need to develop the land, annex, if not: puppet to gain a chunk of their tax revenue, to help you develop your core faster so you get to a point where you do need to annex their land ;)

The upcoming influence/diplo expansion that will permit us to finance construction in puppets' lands will probably make it so that annexation will be even less needed in the future unless extreme edge cases.

Both have Pro's and Con's. Thou realy? Some are better fit for puppet and some are just plain "just take em they wont revolt anyway". Small nations like those in the pacific region like brunei(yea using the proper name that the WHOLE thing has, not the 3 sub parts that are called Borneo) you can take and theyll never revolt. How would they? Their discriminated AND their to few to pose a threat. None of my japan runs they did anything realy.

Then you have those slightly bigger ones like siam and such. Their best puppeted. Less infamy , more gain for you. You get parts of their ♥♥♥♥ AND have an ally when time is right.

Also, it depends if they are developed enough to be of use as is, or if they need development. Especially if there's some strategical and rare deposit like oil or rubber. In that case, annex and develop them ASAP. The hunger for those resources will skyrocket.
