Playing USA. I have done this decision many times. But it's bugged and it stays available. And I can never complete the journal entry, so I cannot get Oregon and Washington from Great Britain

You need to do it 3 times. First is Great Salt Lake, second is Buenaventura River, and third should be Oregon Trail (the one you need)

AFAIK it's the only expedition you need to do multiple of.
