"Corn Laws" Agitator not starting Free Trade movement

A part of the "Corn Laws" event you get if you start as an Isolationist nation is a "Market Liberal" agitator clearly meant to be agitating for Free Trade as a part of the Corn Laws event.

Except in my games the agitator in question never starts with a Free Trade movement. He seems to start every movement *except* the Free Trade. Especially, he seems to start a Homesteading movement followed by an Interventionism movement. Frequently, the agitator dies before he ever gets around to starting the Free Trade movement like he's supposed to!

you can grant leadership to agitator, make him to be leader of landowner group, and then enact free trade law as you wish.
