That journal event is much less interactive than it appears to be; if it opens with a rate that will fill the bar before it times out, it will fill the bar before it times out. You could try releasing as puppets everything that isn't a German Homeland, but I don't think it's important to do so.
The game almost never forces you into something you don't want, it just makes you stop changing things in the direction you want to change them.

Pass laws that reduce discrimination, since from memory literate discriminated pops will slowly start to radicalize. Which is an annoying mechanic when they are in a wealth state with good jobs.
If you are running Proportional Taxation then pass Graduated Taxation since it will reduce the income tax rate. Which means a lot more money for your lower and middle strata. Proportional taxation at the lowest tax level’s income tax is the same as Graduated Taxation medium tax.
Drive down the cost of food and other common goods that your pops consume.
Aim for high legitimacy governments for the monthly loyalists ticks.
Or you could go communist while still having free elections and passing Cooperative Ownership.
Cooperative Ownership fires all your capitalists and aristocrats (removing pop groups as they change jobs) and gives the building dividends to the workers of the buildings. Which skyrockets their SOL, generates a ton of loyalist and consumer demand.
Which can make newly acquired lands loose their radicals quickly, especially if you mass develop them.

While this was from when the game first launched, back when Great Powers could puppet major powers. You can see average SOL 26.5, population of 475M which 265M loyalists and only 8M radicals. While having 9.1B due to my lower/middle strata’s massive size and insatiable demand for basically everything. Literally was invading places to build tea and coffee plantations. The plantation must grow....
With only Qing, India, Germany, Prusia and Austria being the remaining GP.
The problem is that most countries start in poor shape. When you try and fix things it's hard to control radicals if you can't keep high legitimacy. Then you end up with a situation where you need to either crush a revolution or pass laws in order to get rid of radicals.

This allows the ruling class to relocate the means of production to other countries. It then allows them to increase the supply of labour putting downward pressure on wages. It also allows them to tell them taxes are bad for the economy while it hides it's wealth in corporations located in offshore tax havens. While using using puppets it puts in place in the government to subsidise it's corporations at the expense of the rest of society.
The People should feel a sense of pride and honor serving their Kaiser!

as Communism tech unlocked at a very early moment in the game where I have just formed Greater Germany and then HRE and while Northern Germany is quiet well developed and loyal the influx of poor ass non-germans require alot of building and changes, and though I tried releasing Croatia and Hungery to let them fend for themselves, I am still stuck with a large mass of angry pissants, even after changing BACK to giving them their own farmlands plots. Filthy unwashed pasent rabal.
Would pissing them off into starting a civil war and then mowing them down with Hussars and Cannons help?
