This has happened to many times over to many laws not to be a bug, its when you have 1% or literally 0% on stall chance you keep getting law debate failed for -10% and sometimes 10% and they just go back and forth forever.

But seriously, don't try to pass a law if you have such low chances. Or learn how to save-scum properly, and stop complaining.

Low chances you got it backwards, times were 40-60-70% chance of success and 0-1% chance of stall. It just goes back and forth with 10% gain or loss rather then having an event that you pick the options for.

Did you test it by reloading the same day? If so, results don't change because the seed is stored.

If you're ok with some savescumming, you can change the result by loading the save several weeks before and changing your available authority. This will switch the vote day and you get a new roll.
