finally can play again since win24h2 mid december
after weeks of troubleshooting, the only thing that has made the game playable was to completely ignore 20 years of computer experience - uninstall my proprietary nvidia drivers.... then let windows update install the generic ones

i can finally play vic3 without my pc freezing

Nope. That's not how it works, since XP, I think. If you remove drivers, then it will either install a backup, or it will download drivers from microsoft's repository. Guess what's in there? Some older proprietary version from the chip's manufacturer. And it just so happens that many people reported positive results after downgrading their drivers.

The most likely explanation is that you were simply lucky that the particular driver version at microsoft's repository was the "correct" one. Or that it downgraded some stuff which the game and win11 patch stumble at.

thank you for the reply, you are correct, i do not know how this works. I had only assumed that the driver selected by windows update would be flagged by microsoft as 'compatible' or 'functional' in some way, and i suppose it worked out well for me. I am able to play the game now without stuttering and complete freezes

i might add, i had run the DDU to completely remove all Nvidia drivers and registry from my pc before doing the windows update

Yes, it then downloaded some drivers from microsoft. They are supposedly "safe", but I strongly doubt that they would ever bother to check.
