You might like it but it's not really similar.
If you're in any doubt, try the free weekend and see if it works for you, especially the military aspect which is unique to this title. Otherwise, wait until the Spheres of Influence DLC drops sometime early next year.
The fact they said it like HoI4 isn't also as a spreadsheet simulator cracks me up, honestly.
As for OP, well, without knowing what you liked about HoI4 it's hard to tell if the answer is a Maybe or an Absolutely Not, honestly. The game should still be free to try for the next 12-ish hours or so if you want to dive in and see for yourself? Just keep in mind that while there are some similarities that I do think a HoI player could find enjoyable depending on what they liked about the HoI series in the first place, Victoria 3 is not HoI4 and it's not meant to be.
The core mechanics are broken to a level very similar to HoI4. And looking at the facts - year+ after release date, lots of basic stuff remains unfixed - it's going to stay that way.
