Does this game always take 10 minutes to load, unmodded?

Just downloaded the game, and booted it up. took over 10 minutes to load. No mods or anything. Is this game really this badly optimized still?

How long exactly, I don't know, but an awful lot of time? Yes.
Even on a powerful gaming desktop PC.

There are threads saying that the game does not launch. I believe that the game is in fact taking so long to load that people are honestly convinced that it is stuck, and eventually give up.

On first launch it takes extra long to generate some files, after that it is faster.

And if it's on a hard drive you're not going to have fast read speeds for that. SSD or bust.

On my first startup, I joked that it takes longer for Vic 3 to start than it takes to go through a full game on Project Alice (one of the Vic 2 open source projects). I think you can go through 100 years in like 15 minutes there on max speed.

Took 3+ minutes with an SSD for the first time to get to the main menu.

1st load is long, game is also utterly HDD unfriendly, so you have to have an SSD otherwise even future boots after the first load will be horribly long.

First load takes a long time? Explains why I thought it was frozen, the gears weren't moving in the top left and so I killed it via the task bar after 2 minutes or so. Game booted up the second time though in a min or two.

In my experience, every paradox game takes a long time to load the very first time, and then again with some driver changes or game version changes, as it builds a cache. Subsequent starts then are much quicker.

Can't say I've ever experienced this phenomenon, certainly not to the extent it occurred with Vic 3. That is with a history going back to the original EU and including every version of the major IPs with multiple installations of some.

it just took me 10 minutes to open it for the first time, and 5 minutes each time after that

Not just the first launch. This is the second one and loading has been already stuck for more than 15 minutes. I've never given negative review to any Paradox game but this will certainly earn it. :-(

First launch several minutes. After that <15 seconds (on M2). My PC is nearly 6 years old.
