Mexico NEVER stood a chanze against the MIGHT of the US, and never will. Unless you heavily cheat OR mod your game you wont have a different outcome of this. And yes, Japan gets attacked too in the 1870's when you just wait and play isolationist.
The gist is:
1. Focus on a state like Jalisco, or Rio Grande. Put gun factories there, since they have access to all the materials they need. In the middle are iron states. Perfect for local prices.
2. Delay America with diplomats. Use construction sectors and even join a major custom union to speed this up.
3. Spam infantry and cannons in 1:1 ratio. Upgrade your cannons ASAP, those will add kill rate and thin out the invaders.
4. Focus on good defense generals. DO NOT USE LAST STAND GENERALS, and FAVOR HEAVY BARRAGE GENERALS.
5. Sway a GP if possible.
6. Since revoke claims have changed, the best you can do is 1 state unclaimed a war. Failing that, white peace when you can or free new africa to cut down on American power by half.
7. Use those white peace years to grow even stronger, rush military development more. DO NOT try to kill all 500K American conscripts, they will eventually wear you down over time. Wear them out, white peace if you cant break through.
8. You will likely spend the entire game fighting america because the war is still BROKEN and needs like 5 successful ones to remove all claims.
North America has NEVER worked. Everything there is placeholders if you check the files.
