How can I revert back?
Victoria 3 does not.
Logic dictates, the issue is NOT related to page file.
EDIT:
The issue is now fixed on my computer.
I was wrong - it was indeed a lack of free memory issue.

On a 32 GB physical memory Windows 10 system, which has not been restarted for 27 days, this was due to a web browser (with 4 windows, multiple YouTube videos) being open for too long.
Simply closing the web browser freed up adequate memory to make Victoria 3 run successfully again.
Other than derTeufel's message above, the other thing that helped me monitor this is:
1. Open Task Manager
2. Switch to Memory tab
3. At the bottom check Committed value.
On my PC, launching the Victoria 3 game and keeping an eye on that value showed it was maxing out 100% and then game was crashing.
As I said above, simply closing a web browser, and re-running the game fixed the issue.
I did exactly that and it still keeps crashing
As for paging memory, the memory manager starts swapping memory once it hits 50% of memory used. That is why I built my computer with 32GB. Swapped memory to HD or even SSD is slow compared to DRAM. Next computer build will be 64GB memory.
