Custom Unions?
After 1.5 patch I don't see "Custom Union" or "Change to our custom union" diplomatic action. Is it a bug or there the union system is changed?

Its not changed. You propably don't have a valid option to create a union or make an offer to switch. you can find the available and unavailable diplo options in the diplo tab of each country under "interactions".
if its an unavailable option, you can look it up there why its unavailable. Oh and other major powers cant join your customs union, of course.

I think the reasons is the diplomatic level.
When i reached 80 of diplomacy point, I see Custom Union diplomatic option.
This is a change, but in the change log I don't see it.
