Hmm, also the Interface is sometimes not helpfull. The people count on the left side, Jobseekers are People, already employed and seeking a better job. The Workers on the right side are also employed people and only the lower right side count are acutally unemployed people. So sometimes if I wondered why no one wanted to work in a Factory/Mine it was because there weren´t enough people for all jobs available. They should rework that interface honestly.

It is being reworked thankfully, allowing you to choose between jobseekers and unemployed. For those curious, currently you'd need to check the unemployed population of a particular state as only 'jobseekers' is displayed for labor when building, and thus those citizens require certain levels of pay to take another job.

Are your factories that you've built actually profitable? The wage that employees are paid comes from the profitability of the workplace. If a factory has 2 inputs at $50 each to produce a product worth $90 then it won't hire any workers. Either increase the supply of the inputs to lower the price or increase the demand of the output to increase it's price to get profitability in the green and they'll start hiring. Subsiding has the government foot the bill so the business can employ people and run at a loss.

In my capital and only my capital, every privately owned factory is empty, although they show positive (good green) productivity numbers. 89% of the people are below expected living conditions and the only buildings that are full are the university, the government admin buildings, and the barracks are half full. It seems like the wages in the private industry, resource yards, power plants, railroads, and farms all have super low wages that nobody wants to accept, and the wages are not rising. I have 0 peasants, it says 3 unemployed (although I know that isn't right based on the mass starvation), and 496k job seekers, which is about the same as its been since game start.

This never happened before the patch, and it is only happening in my capital and it didn't manifest until around 1880. I think the local pricing/wages are the culprit, but there is no way to be sure.
