It was always possible to delete all of your units from barracks outside of your capital, then encourage a revolt and usually win. Now it's even easier because you can't have conscript only armies, meaning the AI can't raise any armies at all until they build 1 barracks and hire enough soldiers to form a battalion. You can finish the Japanese restoration thing at the start of the game basically instantly. Before you sorta had to try doing this.

well, by tradition every patch rebalances the game so no wonder. But at the start the shogunate should be powerful enough to have many provinces during the revolt and so have time to recruit, no?

They get almost all of them but they never managed to build a barracks. They had them queued up but never finished one.

then it's just that the devs didn't notice it or did it on purpose. Which means playing as Japan should be walk in a park.
