Do I still need to focus on resources ower agriculture to depower landowners?
It used to be the case that you want to mostly build resources and manufacturing, so you get capitalist owners and this reduced landowner influence. However I have not played the game in a while and now ownership is handled with Manor houses and financial districts. Does this change the situation or is it still the same?

I don't think so but I'm not sure.
I think landowners at this point only deal in subsistence farms and otherwise gain power through laws that grant them power.

I'm actually having trouble stopping the landowners from being marginalized in the late game, and preventing them from all falling below their SoL when states modernize.

Aristocrats are overwhelmingly landowners and agricultural buildings have the highest number of aristocrats so yes untill you get homesteading or commercial farming that will boost other IG instead of landowners.

Once you get off serfdom or tenant farmer they decline and if you get rid of other laws that artificially boost them they disappear.
