Homesteading and collectivized agriculture dont apply
As the title says.

For the Context i currently run Japan, year 1893 and just was able to switch from commercialized agriculture directly to collectivized and...the ownership just doesnt want to apply.
All the Farms etc are still holded by the state instead of the workers.
I tried to test with the debugmenu if i need to get Homesteading first but even Homesteading doesnt apply...
Does also someone have this issue?

Never tried Collectivized, but isn´t the point of Collective the State Ownership?

Alternatively, when you build Farms, they are owned by the State. If you want them to be owned by other People, you need to privatize them, so the can be bought with money from the Ínvestment Pool.
Well i have command economy so i cant privatize them :/
And no the point of collective is that the Buildings are owned by the Workforce and not the state anymore.
But it doesnt apply and i dont know why ;/

So the point of Command Economy is, that the State owns everything. Maybe that does break the Collectivized Agriculture as the State doesn´t want any private Ownership. Cooperative Ownership may solve that Problem.
Okay thats very strange because you need either Command Economy or Cooperative Ownership for being able to get collectivized in the first place
If Command Economy prevents the Ownership for the workers like you say it, why is it even a needed factor for collectivized, wtf Paradox -.-
