What is wrong with my Suez Canal?

I am playing Russia and built the canal. However, noone wants to work there.
I figured, a resaon might be the scarce number of available labor. So I annexed all of Sinai. Now I have more than 100k jobless -- but still noone seems to want to work at the canal. I built Universities and activated "social ladder up" - still no effect.

In previous versions it was possible to subsidise the canal to kickstart it. But that seems no longer possible under 1.8. Has anyone made other experiences?

Discrimination. Do you have a multicultural law? Or at least cultural exclusion?

only did this once (full employment) , also got alexandreia that has huge population, greener grass ofc and I think (!) you have to actually trade with asia

It takes time for pops to get qualifications and cause this state is not incorporated, less people want to move there. In my runs i often build a mine and a port and put greener grass there and simply wait. I always take whole Sinai. After some years it is filled.

I think that was my problem with the Panama Canal. Once I switched to racial segregation down from national supremacy it finally gained employment.
Still it was weird that I was running the greener grass campaign on it and none of my pops would migrate there.
