Laws, trades, tax level and construction methods will affect this so it's your job to balance this out so you max construction sector as much as you can. At some point, you won't be able to increase construction sectors depending of your country size.
Also it's a game about balance because you want to max growth and increasing building size as much as possible as well as getting a strong army and not going bankrupt if loan interest get too high.
I recommend starting with a small country so you see this loop better like belgian, norway or sweden. UK is so big you have no idea what is happening when you start this game.
