0 employment in barracks

Why does the employment stay at zero in the barracks in the non-incorporated state of Dahomey?

I have set the PM to "No organized training" and there are unemployed and peasant pops available.

If I remember correctly, only pops above a certain cultural acceptance are eligible to become officers, and you don't get to hire soldier unless you can also hire officers. So if Dahomey only has pops with low acceptance, you don't get to train units here.

Maybe use the Greener Grass Campaign to see if you can get some European people to move?

1. All hiring is proportional. Which means that you can't hire common servicemen if there aren't enough officers.
2. To be eligible to be hired as officers, pops must be above a certain acceptance treshold, and they have to be literate.

Short-term solution, import accepted pops from your home country. Long-term solution, work on pop acceptance.

You could also try building a university in that province, to make qualification gain faster to get more officers (think of it as a "military academy", if it is just for that purpose). I would not build barracks in an unincorporated state anyway though. Recruit your Schutztruppe at home in Germany, then send them down to Africa (by "station at HQ") to crush the frequent native uprisings against your rule. Right now, you are trying to stroke the cat against the grain, I'm afraid.
