The grocieries are likely too expensive, given that fruits and meat are rather cheap. Those even count as both staple and luxury goods, so the populace doesn't see any reason to buy something new. Try subsidizing the food factories, and lower the (local)price on grain, since it is the main input good. Improving MAPI might help as well, have you already researched "stock exchange"?
Thanks! Yes, stock exchange was my 2nd after education. I will try how things work out when lowering mapi of grain in the state where im gonna build the food factory and see if that might work. Or ill just wait until the investment fond starts building a food factory, they should "know" when a certain state has a good market access for grain and when its worth investing i suppose....switching to another country does show food factories, so it really seems to be a mapi thing and also that my middle/upper class is pretty low compared to western nations ofc.
