Violent suppression, more lax cultural policies, and sometimes raising the standard of living by building there.

It is more an over time fix, where it can become less of an issue later in game.

Couple things that can help:
-Running high legitimacy governments helps due to the monthly loyalists that are given.
-Having max level police and home affairs can also help, though the effect they give is law dependant.
-For PMs you want to flip to ones that give better jobs (since it increases peoples wages) and avoid labour saving techs if it will create a ton of unemployment.
-Subsidizing Funding/expanding railroads if the state has an infrastructure deficit. Since the AI sometimes sucks at keeping states at 100 percent market access, which if they are below causes a ton of issues.
-Avoid high and very high taxes, since it makes your pops poorer (SOL decreases) and makes them more likely to become radical on SOL decreases

Note that for discrimination that literate discriminated pops will become radical over time, plus the fact that their wages are suppressed meaning they have a lower SOL. With there being a min expected strata SOL level that exists in game that increase on certain tech unlocks.

My current 1.2.7 Soviet Union game radicals have become a non issue due to having passed all the laws to remove discrimination, Cooperative Ownership (building owners are lower and middle strata which skyrockets their SOL), very low taxes and high (95+) legitimacy government.
Which now means that I have a massive core of loyalists and barely any radicals while I subjugate the world in search of more resources to feed my empire. Especially Tea….I literally have planned some conquests based on how many more tea plantations it get me since my pops seem to have an insatiable hunger for it

So having more tolerant laws helps?
Also I’m having trouble trying to play as the Soviet Union if you have any advice?

Depends on the situation, if the state you took is filled with pops you discriminate against, change your laws so you don't discriminate against the majority of them.

That could mean religion as well as race.
