So they can indeed get more literacy (and faster I guess) then everyone except maybe pops with way higher wealth.
But I´d say that´s not the main purpose of universities, the main purpose is providing more
qualifications (so building them in a state with a lot of population and industry should be preferable) and more innovation.
Yes. those are basically the biggest sources and pretty much available for everyone.
Pops can get
2% per wealth level,
10% per institution level for religious/public schools
or 0,5 per institution and wealth level for private schools
(which pays even compared to religious/public at 20 wealth)
There are a few special sources:
+20% for the Mosque of Djenne if you have the Eastern Mali region
(applies to all regions. But will probably be colonized by France or GB most of the time)
+50% if they are a academic or clergyman
(But because that will be a very small part of the population, it is not very impactful)
+25% from the social mobility decree (which is only really impactful for small countries)
