Note that it may create some unemployment if the buildings you are building employee less people, then were working on the subsistence farms.
You may also want to focus filling arable land in states you don’t plan on building industry in. Mostly since subsistence farms can make decent population buffers to fill with people between building waves in states and don't kill migration attraction like unemployed pops
More plantations, farms and ranches with upgraded production methods. More factories (to help keep your economy stable and growing and allowing for more pop group upgrades to the peasants).
Something that might work quicker is undermining the value of the subsistence goods.
Make cheap grain, ect.
This both provides them jobs, and keeps them from making a living wage on subsistence making them more likely to take a job at another production building (or just leave).
Challenge being if you still have the free arable land, no migration controls, multiculturalism and religious freedom you could be getting more people moving into the nation to refill the subsistence farms. Which in normal cases is fine, but can be a pain when you are trying to lower the peasant population to 10% for the mission objective.
Where as building farms/ranches/plantations fills up that free arable land
Though I personally like leaving free arable land to create a job buffer for migrating pops to flow into, who are then promote into better jobs when I build more industry in the state give the peasant better jobs to free up arable land for people to move into to become peasants.
I don't think it works that way - subsistence peasants are not working arable land buildings or "empty" i.e. not-built-on arable land.
Arable land is effectively "slots" for you to build in so peasants upgrade to labourers etc.
INCREASE worker mortality (reduce workplace protections institution, pass unrestricted child labor). Reduce % of pops in your workforce (take away womens rights so they can’t be part of the workforce).
Declare a pointless war with the goal of conscripting a bunch of your population and getting them massacred.
All these should help you reduce peasant population.
