Is there something preventing you from just using the lowest level military goods prior to war, to keep costs down, then upon a war simply going to the highest level?

Yea have fun with equipment adaptation malus, aka 75% less atk and def on your troops for a time. Either you invest in a proper equiped army or you will die.

If you are talking barracks, conscription centers and navel yards, then yes. It is the fact that anytime you change the production method for those facilities it triggers a -75% attack and defense penalty that decays over 12 months.

You get some major debuffs to your combat ability for a year after you change your production methods. Also, having better production methods during peace time gives you more power projection, which increases your power rank.

But you don't have to make/import their military goods during peacetime. How much cheaper that is, idk

You can change your budget allocation to a smaller amount during peacetime. I do not know how long it takes regain full strength when you later want to go to war status, though.
