Military access

I have USA and Indian Territories as puppets. Indian Territories is having a civil war and I can't help because I can't get my troops there. Because USA isn't part of the diplomatic play and they and Mexico surround the Indian Territories, I can't get to the Indian Territories to help. My suggestion is that you should always have military access through your puppets land regardless of if the puppet is in the same war/diplomatic play as you.
