Canal Decisions Bugged

Trying to build panama and suez canal at the same time as italy and first world power, completed the land survey and picked the coercive option on panama and the buying option on france (who owns suez) and I don't have the claim on panama, nor there is the decision to buy the land from france. beyond annoying, pls fix fast
