Offense and Defense dropped by half for no apparent reason

As title. fighting a civil war and while I started the war with over 100 in both values, they're down to 35 and 55 as baselines. I haven't changed anything. Running Trench Infantry and Shrapnel Artillery and if I go into my individual troops and read the values the base factors are under half what they should be.

I have no idea what I might be doing wrong as the game isn't providing any other info, and I can't win a single battle so can't end the civil war. Help?

What are supplies like for your military goods? A severe enough deficit of arms, cannon and ammunition will reduce those things. And the required input either doubles or triples (I can't recall precisely atm) when you mobilize, so if you had just barely enough to cover needs before the war, after mobilization it won't be enough.

Could it be your Army Political Faction isnt as happy as it was maybe? Or maybe you have changed the military payments slider?

No shortages, I produce most of my own supply as is during wartime and sell surplus via exporting in peace.

Their happiness did drop for a bit but is back to normal now (0) and I haven't changed their wages.

I'm mostly irritated that the game doesn't tell me why my base values are changing, so I'm not sure what to address.

Did you change the type of troops? There is a large debuff if you do, for a few years.

Where can you see the debuff? As an experiment, I had my barracks set to the lowest level, then I switched them to highest level, where their offense should have been 100 or so. The offense showed up as 35, and I couldn't hover over the number to see where that number came from.

Swapping army tech gives an offense/defence debuff, for 1 year. Think you can see it on the barracks building icon
