Forming Germany as Austria

How can I take all the states from Prussia one war after the other for each little piece of land, is it possible to annex the whole nation if I defeat them or is it just possible to take tiny bits of territory at a time? It doesn't seem possible somehow as I only have the option to conquer a state.

Make a puppet out of Prussia then annex them.

Are they backing down before each war? You can add additional war goals once you start your maneuvers, but you are limited in how much you can take at once.

If you go in the cultures tab, you'll see a nation formation, in there you can launch an unification casus belli against prussia to fight for the formation of Germany.

But still, after beating prussia and try to form Germany you still need to fight for the prussian lands because they will not give you their land.
