Argentina and Chile have claims on south america and Japan has claims on Hokkaido and Sakhalin, this prevents other countries from colonising there.

So if they have claims noone else can colonize there?
Pretty much, you can declare war and revoke the claim but as long as uncolonised land is claimed only the country with the claim can interact with it.
I did this for several countries. After the war, after the war goal was enforced, the claim remained.
I tested it just now and it works, so unless you're going to provide some specifics I'm assuming you're just here to whine and not for any sort of assistance, which is fair you do you.
