With the game as it is now it is far too easy to build a multicultural country that is stable and able to maximise productivity. Hopefully they use this system to represent stuff like segregation in the US and racism towards the Irish in the UK.
They are already doing this with India though.
They divided it up into 3 regions who each have their own laws. South India has richer peasants, North India powerful landlords and Bengal is just famine land or something.
Regardless, African-Americans were second class citizens outside of the south as well. Many western states literally passed laws banning black people from coming there.
