Try the following:
1. Purge the shader cache.
2. Not working? Disable steam's pre-built shaders, purge the shader cache, then let the game compile its own.
Alternatively:
1. Update the video card driver.
2. No luck? Go back at least two versions, and try again.
Unfortunately, you're not the only one with this issue, I guess that paradox will release a hotfix soon enough.
And nowadays, 32GB is barely enough to run Chrome...
weird, game runs fine on my 16gb laptop with half a dozen other apps open, like opera, discord after yesterday's update, ... but u know, you need 32gb or whatever.
i was having repeated crashes in vic3 across multiple computers since the dlc, it wasnt until the game and nvidia patches were pushed yesterday morning that ive been able to play again. PDX troubleshooting support couldnt find any issues with my systems either. the issue is on their end in a lot of these crash reports
They wouldn't be able to find their own posterior, if it wasn't screwed on.
-edit-
And by driver versions, I mean the numbers before the period, not after. So instead of, let's say the current "game-ready" 566.36 version, try the "Studio" 561.09 build.
Try re-verify the game. Then log out Paradox account on the main menu. Been play for more than 1 hour, it seems work for me so far. I think this was the cause.
