Pops not converting

I play as Portugal and have integrated all of Morocco.

No pops are below rank II in the society tab, so they are qualified to "Allows conversion for the Cultural erasure status".

So why the ♥♥♥♥ are they not converting? I can't even use the Promote National Values decree.

I have cultural Exclusion and Freedom of Conscience.

And if I look at the pops of Rank 2, it says. "Acceptance of the Sunni religion: 0"

By converting you mean assimilate I imagine. Pop only assimilate to a majority accepted group meaning you need more Portuguese pop than Moroccan to start the assimilation. If you are talking about religion since you have freedom of conscience there is no reason for them to convert.

No I mean conversion, religios conversion.

I read that they need to be Discrimination rank 2. Which everyone is, this should allow for conversion.

Also hovering over the "Freedom of conscience" it says
"Allows conversion for the Cultural Erasure status".

I will make a save and try State religion to see what happens, but the funny thing is that if I change to State religion, they become Dscrimination rank 1. Which does not say they are allowed to convert to my religion.

You need to discriminated against their religion so yes you need to go to state religion.

Did not change anything.

Also I played Egypt with a mod and changed religion to Catholic, they have freedom of conscience and pops converted.

new update make it so if they are fully accepted or fully discriminated they wont assimilated everything between will according to the tool tip. Im unsure about the heritage part tho maybe

Edit: Remove the heritage/homeland restrictions on assimilation when it makes sense for pops to assimilate regardless

If you can't promote National Values it means that pop are not converting or assimilating in that state because that is the requirement to issue that decree.

Do you have religious schooling?

One hard requirement that people often miss is that you must have at least 1 pop of that Religion in that state for the pops in that state to convert to. So make sure there is at least 1 Catholic in that state for them to convert to Catholic. Greener grass decree tends to do the trick to get the ball rolling.

Build up a state you want to assimilate and convert as that would increase available employment and thus the immigrant attraction to that state. Make sure the state is not isolated so build a port if it needs one then you should be able to issue a greener grass decree to that state and thus Portuguese Catholics will go there. Once the first Portuguese arrive in that state, they will start assimilating to Portuguese and converting to Catholics. You can check the pops in the state yourself or when the Promote national value decree is available in that state you will know that they have arrived.
