I have 100% chance on the journal entry, have all the checkmarks except needing to be a dominion or protectorate of britain, but how do I do this? The only autonomy option is to fight for independence

make GB angry at you, the more you hate them the more autonomy progress you gain, and ask them for stuff even when they say no, because if they say no you get 10-20 Liberty Desire, thats how i got dominion

but, how did you get GB to accept the petition for the Goverment reform? they just dont wanna give it to me

Yes and i said to him how he can get Liberty Desire to make him a Dominion, make GB angry and ask for the Support Regime and others especially when they say no, to get even more Liberty Desire

anybody knows if any JE let you annex all puppets. I got independence after the war and formed India but i still have to annex everyone one by one with wars.

you must annex 3-4 pupets with wars each time, they don't finish the mechanic yet. dlc seems to be in early access

My play though as East India clearly not the same as yours. As I don't saw the journal.

The GB suddenly grant me independence. I don't know why. May be It is a scripted event once researched "Pan Nationalism" or the EIC's Economy just overrun GB as I give up "extraction economy".
