Disappointing hotfixes - Suez Canal Company cannot be formed

Well, 1.8.3 hotfix is here, Suez Canal construction task completes, but now canal company cannot be formed. Why? It requires 5 SUEZ CANALS! Guys, what is going on lately, come on!

I'm joining because I'm also curious what they will do with Suez Canal Company

I'm not sure it is requiring canals, as my tooltip says I have 2 of the 5 needed.

The requirements in the file only says that you should own the canal building and it should be atleast half way "occupied" (employed):

Edit: a futher requirement could be civil or military shipyards, since the company needs to own a minimum of 5 buildings, and it can own shipyards and trade centres. I'm not sure how owning trade centres is done, it is unique to the Suez and Panama canal companies
