only countries that can do that are already mentioned spain, potentially persia... and thats it, maybe belgium because colonization
this is an autarky simulator... and well playing tall is literally the opposite of that
if you play tall youre playing this game wrong
and you cant rely on trade because other countries (ai) dont build anything, thats literally why they added foreign investment into this game
so you can build in other countries without conquering them because AI is so bad at building
I mean, you need to know the basics to avoid imploding or getting destroyed early by GB, sure, but they have pretty much infinite population so you can just keep building and building the entire game and you'll never run out of manpower.
Japan is also an interesting one, specially if you want to play around with isolationism as you test the effects of various buildings in a controled enviroment
An interesting choice might be Persia, especially if you can secure a favorable relationship with Russia to protect you from GB.
Another could be Chile, especially if you have the "Colossus of the South" DLC.
Or just go for the classic ones like Belgium/Netherlands (to form Benelux), Transvaal and Korea.
You can theoretically survive on trade in a late game after you are industrialized, but you will need someone's market before that
Why OPM, well, apart of picking few countries that have basic 4 industrial goods acceptable from the get go (which i assume is not tall), you want to have as few provinces as possible to have as much edicts running as possible
