Reconstruction after USA civil war

I played USA and as in 1.7 I started civil war early and pushed cultural exclusion law to make african american as primal culture.
In 1.8 there are new requirements - to make all african americans 60+ acceptance.
After I passed a law of cultural exclusion, this pop go to 60 acceptance in homeland states and 40 in other and it is approximately 50/50.

Is multiculturalism an only way to make african americans primal? Or I missing something?

I am trying to figure out the same thing. I started my own and can't figure out what I need to do to actually get it accomplished.

Yes, Multiculturalism is the only method of getting it, which to be fair, historically makes sense, since African-Americans weren't given equal rights until the mid 20th century and Reconstruction failed IRL.

So they essentially made it impossible to complete either of the two journal entries for the civil war until late game? The US Civil war seems so badly designed now with these changes. It's impossible to get enough loyalists until late game to keep Dixie and the African American movement doesn't push for multiculturalism rather it pushes for cultural exclusion. That seems really dumb and/or bad design.

Maybe you are pushing too hard. I had tens of USA campaigns that I finished with success and I never micromanaged culture.

Not impossible but definitely bad design. You would have to pass multi before civil war. :D

Not impossible but definitely bad design. You would have to pass multi before civil war. :D

You'd have to pass it immediately after or during because you can't pass it because of legacy slavery.

This is correct. I meant during civil war. The free Afro-American starts out at +30 for having the same cultural trait and then another +15 for separation of church for being protestant with a total of 45. What is interesting is they also get a +10 for living in a state that is their homeland such as Georgia. So 55, it is possible to hit 65+ with culture exclusion but only in the homeland, meaning the ones in Virginia won't get the +10. The other choice is to go Freedom of conscious for +5 or state religion for +10. So I see state religion + cultural exclusion as being possible.
