Otherwise in short what you need to do is de-peasantfy your country if your going to try and modernize it. Like in the video you want to build industries relating the the big 3 *Tools, Iron, Wood* to get your construction industries up. Once you are done with that you can start prioritizing things you need based on the situation.
At constant war or about to do some land grabs? build small arm factories and artillery then a bunch of barracks.
Short on bureaucracy? this is more of a tech and law problem. go with appointed bureaucrats and try to get centralized archives.
lastly Modernize the country is usually done middish game. You have 2 options, I prefer the middle route. You can either Build in Centralize states that have good resources like Iron and Coal and turn them into industrial heartlands or spread your factories out. Initially you want to employ as many people as possible before you switch to boilers or PM's that reduce the amount of workers needed. Also always privatize everything so Capitalist and Aristocrats will buy factories and reinvest profits to building even more farms and factories.
TLDR: Build construction sectors, then build up Iron, Tools, and Wood. Focus on getting Railway tech ASAP then boilers to get more iron / coal / lead / sulfur. in the meantime also build up farms to reduce famines and improve QOL.
EDIT: IMO best countries to play are France, Prussia, or the US since they have educated pops and are easy to industralize.
