Reconstruction in 1.8

I just got through the American Civil War in 1.8 since one of the US's main perks in this game was getting free Afro-American primary culture after passing cultural exclusion and you could trigger constant migrations from Africa. They reworked the JE to make Afro-American a primary culture in 1.8 and now it says I need for them to have a base cultural acceptance of 60. Cultural Exclusion has been reworked to have a base 20 acceptance for culture and then 40 for cultural trait so I figured it would still work like before. However after passing cultural exclusion the completion hasn't fired. The only alternative I could see is passing multiculturalism which isn't really feasible for 1850s/60s USA. I don't know if this is just a bug or paradox not using the average acceptance as their metric (since the religion bonus looks like it should be over 60 acceptance for most afro pops.) Wondering if anyone else has experienced this yet or has advice.

Based on patchnotes any acceptance law effect isn't instant and acceptance should rise to threshold over time. Maybe it's the issue?

Huh, I actually overlooked that. I'll see if that resolves the issue and report back.

Unfortunately it looks like I'd need to pass multiculturalism instead since the base acceptance only factors laws from the looks of it. Maybe it'll be patched in the future to measure the real acceptance but oh well.

Passing Freedom of conscience doesn't help either. I managed to make them all Second-class citizens, but since it is the base acceptance, not actual acceptance that matters it didn't help.

For real. Wish they would make it closer to the old system where you were only told to pass a law for the trigger to fire.
