Best Ways to go Liberal for Laws?

Are there some good tips to go liberal for laws, the Land owners and Church are always annoying and its feels impossible to get rid of slavery.

What is the best way to power Intelligentsia, I know there is a modifier to literacy so even if I'm on religious schools and I upgrade it for more education would this power the Intelligentsia more? What about government wages, does that give them some cash, cause wealth voting tends to be easier then suffrage? Or is there a better law like landed voting to help move the the suffrage ones?

Wealth vote makes it more likely that capitalists get in power, but also helps the intelligentsia a bit since many of those will be academics or bureaucrats with no land, but decent wage.

If you have religious freedom rather than state religion, make sure to set the administration to secular so you get more intelligentsia and PB instead of clergy. I think there's also a toggle for universities to employ academics rather than clerics.

Edit: i think the town centers also have one setting where you can swap out a few clerics for secular.

Overall yes, but I would go for whatever is possible at the moment between them. Even oligarchy is better than autocracy and makes a step.

best way is firstly to utilise landowners with corn laws to pass lazze, free trade and tenant farmers (do not go for homesteading, it will be pain in the ass to get away from it later on some extreme banana level).
Then keep intelligentsia unhappy as much as u can, get more radicals, wait until they start a revolution (only they are good, if there are multiple interest group in the revolution make sure intelligentsia is on the far left, this is important) then abdicate. U instantly get this law + presidental republic. Try to pass census suffrage or any other law based on voting, this should be easy. Wait some time and repeat to force them to start revolution. Now reign from office. This will autopass this law + parlamentary republic. from this point try to take over universal suffrage. This will make rural folks to dominate, now get em reformer to pass max education level and few more laws. then pass inteligensia laws (rural folks should not care about these laws at all). At this point u should have erything but multiculturalism and some tax + labor protection laws. Keep rural folks as the main power! Find anarhist first (this might take some time) now easily pass multiculturalism. Then u will need to find social democrat which is also quite easy for rural folks. He will help with taxes and last laws. kind of the main pattern landowners -> rural folks and no one else matters =)

The quick and dirty way is to cheese a civil war. Delete your entire army except for in your capital, pass whatever law you want that will start a civil war, win it ez because enemy side has no troops and you haven't been able to raise conscript only armies for a few patches now. The losers of the civil war will have massive negative clout malice. Pray to RNGESUS that you pass the law before they revolt again.

Civil war is the fastest way to transform your country. However, make sure to change laws as faster as possible after the civil war as other stackholders don't have enough legitimacy.
