Not able to invite agitator to government?

I don't own the voice of the people DLC so agitators don't have the "invite to government" button. But sometimes they do have it. Like I used to be able to always invite the market liberal from the corn laws event intot the government, which made backwards countries way less frustrating to play.

In my last couple campaignes i wasn't able to invite him anymore though. Similar to ither agitators I'm only allowed to exile him now. Fring the existing interest group leader doesn't help either, just a different guy instead of the market ilberal gets picked. Did a recent patch change something in that regard?
