Uniting Italy Diplomatic Play

im trying to figure out how this diplomatic play works for uniting italy. how i understand it, you start a diplomatic play against austria, annex all other states and free the states from austria. kinda in a way the germany unification works? now the button to start this play is always greyed out, sais that i am no candidate to unite italy, but it also dosent really tell me what i need to do. this whole italy unification seems very slow and weird. do i actively declare war on everyone and annex them to unite italy? there has to be an easier way. it's 1876, i play as the papel state to get the achievment to unite italy under the roman empire/republic

In the culture screen there is a button to attempt Unification. All of the Italian states that support unification will join your country and you will launch a war against Austria.

i see the button but it was always greyed out. found out that you need to be a medium or major power to do that play
