Tips for Infamy
Playing as Germany on 1900 and started to noticed that every time I try to conquer a state no matter which one it will always cost me 30 to 35 infamy. This kinda puts me off in terms on conquering more land as I find that level of Infamy way too high!! Do you have any tips in order to lower the infamy when trying to invade/conquer a state in the mid/late game? Thank you

thats the funny part YOU DONT!
1. 30-35 cost probably means that you have a bad modifier on your ruler - check that.
2. There are some modifiers (usually on ruler) that lower the cost a bit and increase the speed of infamy decay.
3. Overall, the only way to deal with infamy is to get a huge army and ignore it, because you can crush everywone combined.
30-35 is normal for high population states between two great powers.
Conquer State is base 5 x population cap of 5 (cap reached at 1.66 million) = 25. Plus 40% if both great powers = 35 total.
The technology Multilateral Alliances reduces infamy generation by 25%. Try to carry extra Influence to increase decay rate (declaring rivals gives you more influence).
With sphere of influence you can choose this colonial thing, which gives you a -25% infamy from conquering unrecognised nations. So instead of attacking GP, go for those poor ones ;) .
As Gap says, check your ruler traits. Literary speeds infamy decay. Cautious gives you less infamy. Reckless gives slower decay.

I have a Germany run going at about the same timeframe. You can get very low infamy cost for unrecognized states in Africa and Indochina with bonuses from things like civilizing mission and the third tier of the colonizing power block thing. Also, I am able to get and extra 25 percent infamy decay from unused influence. I have high unused influence from external trade III.

Basically, read all the posts above mine and do that.
