The achievement has gotten more difficult with the 1.7 changes but if one plays around the current mechanics it's still possible.
Joining a powerblock doesn't necessarily gives you access to their market though, no?
You need to be a subject for that, but you can't actually ask to be a subject, if i recall.
I think you pretty much have to conquer lands to become big enough to beat it. At least belgium and the netherlands.
Belgium and Netherlands are usually protected by either or both of France and the UK, how would Luxermberg ever conquer that in those conditions?

I wonder if someone did this achievement post 1.7 and has any advice.
After many restarts I managed to conquer Netherlands and Belguim with the help of Prussia, and beating the UK defending them. From that point on, it's pretty easy.

The only one that seems completely impossible regardless of restarts is the Indian territory one. I don't see how at all can it be done. Getting independence alone would take a very long time, getting to a point where you practically entirely annex the USA is undoable within the 100 years.
Tho the one i had great success on i asked for dutch coastland in second war then tried
to link it with luxemburge and later managed to form germany by joining a defence war for german unification demand when i was stronger then them
