the requirements says WIN 10. so maybe its not optimized for WIN 11. Try compatibility mode. also you can check Paradox forum

Hello. Win 11 with x86 & Win 11 with ARM are different :(

oh yes i havent seen this before. now also his AI PC description makes sense. they use other processors, based on ARM not on x86. its made for Workstations, Servers and for AI. i would say i would say the most games wouldnt run on that. i think it also has just an Intel graphic card

But ARM processors have completly other architecture. they are not made for gaming.

It should run fine. The only games that seems to fail are those with driver based anti cheat etc.

I don't think the Arm chip is necessarily the issue. Even the most expensive "Copilot+" (read: "AI") PC I could find does not meet the minimum graphics requirements listed on Victoria 3's store page.

Gaming PCs haven't adopted Arm chips yet, and consumer-grade PCs don't have dedicated graphics cards. As such, you're not going to be able to play much outside of indie games, I reckon. An Arm PC is inherently not a game PC at this point in time.

The Snapdragon Elite chips are faster GPU wise than the min specs.
